TIØ4120 is taught in Norwegian, but I am discussing the possibility with the teachers that they help English speakers.
Alternative courses are TIØ 4130 Optimization Methods with Applications, which is quite technical and has a lot of attention for mathematics and solution algorithms, or TIØ 4126 Optimering og beslutningsstøtte for teknisk-økonomisk planlegging, a Norwegian course taught in the Spring.
One out of TIØ 4120, 4126, 4130 is mandatory. If this proves very challenging and enough ECTS are taken at NTNU, a substitute course at TUB can be considered.
