«The definition of sustainable development as «development that
meets the needs of the present, without compromising the abi-
lity of future generations to meet their own needs» was a most
brilliant answer to the Commissions brief. But the definition also,
seemingly deliberately, left some fundamental questions unans-
wered. In line with its assignment to «develop an aspirational
goal for the whole of humanity», it avoided going into any detail
of what is understood as «needs». The definition derived a con-
siderable part of its robustness from the fact that even the sligh-
test change in understanding what exactly constitutes a «need»
has the potential to drastically change how the definition can be
understood».
