Two applications must be done concerning the second year at TU Berlin: one at TUB and one at NTNU. (And some international students will need a visa. )
The year abroad is an inherent part of the double degree. Therefore, even if regular exchanges may be cancelled due to Covid-19 or similar, the year long exchange may still be allowed.

Fees at TUB
Exchange students coming to Berlin are exempt from the administrative fee (which would be equivalent to the tuition fee). This amounts to 50 Euro. Yet, everyone still needs to pay for the mandatory public transportation ticket and social fund. This amounts to about 260 Euro per semester. It includes the public transportation ticket for Berlin ABC (that is the whole city and some adjacent areas in Brandenburg like the airport and Potsdam) also including your bike on the train. This part is about 195 Euro. Add to that abou 10 Euro for the self-administration of students (the student parliament etc.) and about 55 Euro for the “Studierendenwerk”, a public kind of foundation that runs the student accommodations and the cafeterias where you get a huge discount on the food when showing your student ID.
Since the usual exchange scheme includes that you pay tuition at your home university and are exempt from tuition at the host university, TU Berlin spares you the 50 Euro “tuition” but still charges for the extra services.
